Charles F. Day & Associates, is currently seeking individuals interested in contingent positions at Ft. Sill, OK. Positions in this field are contingent upon contract and TO awards. Anticipated awards dates begin May 2018

Location: Ft. Sill, OK

Clearance: Minimum Secret Clearance

Travel: 25%

Summary: Provide evaluation support. This effort requires the contractor to provide evaluation of individual and collective training events at Unit Levels and to conduct Training Effectiveness Analyses as directed in the Master Evaluation Plan. (FCoE uses the Instructor Evaluation Tool to evaluate all instructors. See FCoE Instructor Certification Policy, dated 6 Jun 12). The current Master Evaluation Plan is available as a source document in the TRADOC reference library.

Duties:

  • Provide evaluation of individual and collective training events in both classroom and field environments, at training sites worldwide.
  • Provide test planning and support through monitoring of test execution and reviewing of test reports prepared by the organization conducting the test for fire support systems.
  • Conduct Training Effectiveness Analyses (TEAs) as directed in the Master Evaluation Plan.
  • Develop critical operational issues and criteria for Test and Evaluation Master Plans (TEMPs), preparation of resume ׳ sheets, Independent Evaluation Plans (IEPs) and Independent Evaluation Reports (IER) for Fires weapons and components.
  • Provide test planning and support through monitoring of test execution and reviewing of test reports prepared by the test organization for fire support systems.
  • Develop Training Test Support Packages, Doctrinal and Organizational Test Support Packages (D&OTSP), and Threat Test Support Packages (TTSP).
  • Provide support and subject matter expertise to the Working-Level Integrated Product Team (WIPT).
  • Participate in development of Failure Definition and Scoring Criteria.
  • Develop and conduct, or support Instructor and Key Personnel (I&KP) training. Conducting Instructor Training involves Train the Trainer (T3) certification.
  • Support Limited User Tests (LUT) and
  • Network Integration Evaluations. See AR 71-30, DA Pam 73-1, the Department of the Army Standard Operating Procedure, "Network Integration Evaluations per Agile Capabilities Life Cycle Process" and the TRADOC Agile Process Life Cycle Process Execution Directive.

Knowledge, Skills & Abilities:

  • Previous experience conducting Training Effectiveness Analyses (TEAs) as directed in the Master Evaluation Plan.
  • Experience developing criteria for Test and Evaluation Master Plans (TEMPS), Independent Evaluation Plans (IEPs) and Independent Evaluation Reports (IER) in accordance with FCoE.
  • Knowledge of how to provide test and planning support.
  • Develop Training Test Support Packages, Doctrinal and Organizational Test Support Packages (D&OTSP), and Threat Test Support Packages (TTSP).
  • Experience supporting Limited User Tests (LUT) and Network Integration Evaluations. See AR 71-30, DA Pam 73-1, the Department of the Army Standard Operating Procedure, "Network Integration Evaluations per Agile Capabilities Life Cycle Process" and the TRADOC Agile Process Life Cycle Process Execution Directive.
  • Experience developing Failure Definitions and Scoring Criteria.
