Summary: The Fire Center of Excellence (FCoE) Training Development Support position shall conduct research, analysis, design, development, implementation, evaluation, and revision of institutional, self-development, and unit training, education, and development curriculum for active and reserve component Soldiers and units, other Service and agency personnel, and allied partners compliant with the Army Learning Model

Duties:

  • Conduct research, analysis, design, development, implementation, evaluation, and revision of institutional, self-development, and unit training, education, and development curriculum for active and reserve component Soldiers and units, other Service and agency personnel, and allied partners compliant with the Army Learning Model (See TRADOC Pamphlet 525-8-2 and change 1). The contractor shall assess observations, insights, and lessons (OIL) and integrate OIL into curriculum for the institutional, operational, and self-development training domains. The contractor shall develop distributed learning and gaming products and capabilities using existing and emerging instructional and educational technology. Examples include but are not limited to: Black Board; Immersive Multi-Media Instruction; mobile applications; computer – based training; and simulations. Training development products shall be digitally transferable to a knowledge management portal.
  • Conduct research to develop training concepts and strategies, to determine applicability of emerging educational technology or methods for improving FCoE instruction, and to determine solutions to FCoE training problems and issues. Research includes the conduct of formative and program evaluation in accordance with TRADOC Pamphlet 350-70-7.
  • Conduct expert training analyses to determine training needs, requirements, and standards. Training analysis includes, but is not limited to, needs, mission, job, task, cost, and feasibility analyses. Analysis shall meet the standards of reliability and validity.
  • Design institutional, self-development, and unit training and new system training plans, programs, products, and assessment instruments. The contractor shall develop and validate Training Requirements Analysis System (TRAS) documentation, in accordance with TR Regulation 350-70, to capture institutional and self-development training requirements.
  • Develop institutional, self-development, and unit training programs and products to support the delivery of instruction. The contractor shall integrate existing and emerging instructional technology; educational technology; and live, virtual, constructive, and gaming capabilities into the development of instruction.
  • Implement and assess the effectiveness of institutional, self-development, and unit training programs and products to ensure that curriculum materials achieve the instructional standards, goals, objectives, and/or outcomes. The contractor shall collaborate with instructor and training development personnel to refine instruction and to eliminate curriculum deficiencies and gaps.
  • Conduct training evaluation to determine effectiveness of curriculum programs and products in meeting the needs of target audience personnel and units. Training evaluation guidelines will be specified in the individual TOs. Typically, the evaluation methodology consists of formative and summative evaluations and requires assessment of the four levels of evaluation (reactions, learning, transfer, results).
  • Analyze, assess, validate, and integrate OIL into curriculum for the institutional, operational, and self-development training domains as appropriate to ensure relevant and responsive instructional programs and products are available to support institutional, self-development, and unit instruction.
  • Design, develop, validate, and implement distributed learning curriculum programs and products to provide synchronous and asynchronous instruction for the institutional, operational, and self-development training domains as appropriate. Examples include but are not limited to: Black Board; Immersive Multi-Media Instruction; mobile applications; computer –based training; and simulations. Distributed learning curriculum programs and products shall employ current and emerging instructional technology capabilities and delivery methods.
  • Design, develop, and validate gaming and simulation concepts, scenarios, and technical capabilities that support the institutional, operational, and self-development training domains as appropriate and use current and emerging Army-approved gaming capabilities. In coordination with FCoE, the contractor shall determine and develop functional requirements for the creation of games and simulations.

 

Knowledge, Skills & Abilities:

  • Familiar with TRADOC Pamphlet 525-8-2 and change 1 regulations.
  • Familiar with the Army Learning Model.
  • Ability to develop distributed learning and gaming products and capabilities using existing and emerging instructional and educational technology.
  • Previous experience with: Black Board; Immersive Multi-Media Instruction; mobile applications; computer – based training; and simulations. Distributed learning curriculum programs and products shall employ current and emerging instructional technology capabilities and delivery methods; as well as Army gaming capabilities.
  • Ability to assess observations, insights, and lessons (OIL) and integrate OIL into curriculum for the institutional, operational, and self-development training domains.
  • Able to research, includes the conduct of formative and program evaluation, in accordance with TRADOC Pamphlet 350-70-7.
  • Experience as a Subject Matter Expert in training analysis and developing training concepts.
  • Previous experience collaborating with instructor and training development personnel to refine instruction and to eliminate curriculum deficiencies and gaps.
  • Able to conduct training evaluation to determine effectiveness of curriculum programs and products in meeting the needs of target audience personnel and units.
