Clearance Requirement: Active TS/SCI

Education: Bachelor's Degree in any field - May substitute additional 4 years of relevant experience for education requirement.  Certification as: 1) Project Management Professional OR 2) Government Program Management Certification Level II (Preferred Level III)


Travel: Continental United States (CONUS) and Outside the Continental United States (OCONUS) travel may be required as directed by the customer.


  • Manage the day to day operations of our support to the National Ground Intelligence Center Biometric Enabled Intelligence (BEI)/Biometric Intelligence Program (BIP).  
  • Supports the PM in the management of cost, schedule, quality and staffing baselines to meet or exceed all task requirements, while keeping both Leidos leadership and contract monitors informed.
  • serves as a backup to the PM when the PM is not available
  • Supports the PM in the following activities:
    • Develop and control project budgets, manage program risks, develop ROMs and proposal responses, oversee employees and subcontractor employees, develop program deliverables, and brief government and corporate management on project status.
    • Act as an interface to the CO, COR and government functional leads.
    • Manage personnel performance, workloads and scheduling of personnel; adjust staffing plans based on workload changes; re-allocate and re-prioritize employees to optimize skills and provide surge support; and post requisitions, interview and hire personnel as needed.
    • The DPM will remain on-call 24/7 to respond to any issue relating to the program.



  • Minimum of five years of supervising the production of all-source intelligence analysis, three years of experience managing programs of similar (or greater) size and complexity
  • This position requires a minimum of 10 years of experience working in a Government environment as either a Government/military or Contractor employee
  • Knowledgeable of the Intelligence Cycle, Collection Management Cycle, Biometric Collection Cycle, watchlisting, all applicable regulations, publications, manuals, and local policies and procedures, theaters of operation, knowledge of deployment cycle and process, and intelligence analytic techniques including I2/BEI analysis
  • Proficient with basic office computer applications
  • Capable of managing teams of analysts in support of military operations
  • Experience with NGIC environment; DoD biometric architectures; all source and biometrically enabled analysis; biometric collection tools (SEEK, HIIDE, BAT) and supporting data repositories (BAT, ABIS)
  • OCONUS travel may be required
